## Overview

Learn how to apply laws and regulations to realistic problems in life-cycle management. Focus on acquisition, accountability (including inventory management, redistribution, and reconciliation), and disposal of property. Develop effective team-based skills for managing and leading life-cycle property management operations.

## Curriculum

#### Overview of the Property Management Life Cycle

- Introduction to the life cycle of property management: acquisition, accountability, control, and disposal.
- Learn about the role of asset management in supporting organizational objectives and meeting mission requirements.
- Understand the roles of internal and external stakeholders, such as GSA, the acquisition office, and the property management office.

#### Module 1: Phase 1 – Determination of Need and Acquisition

- Define the responsibilities of property managers in determining the need for property and equipment.
- Understand the procurement process, including the importance of identifying appropriate acquisition sources and methods of supply.
- Explore the challenges of managing customer expectations and overcoming issues related to property requests.

#### Module 2: Phase 2 – Accountability and Control

- Learn how to manage the accountability and control phase, including tracking and managing physical inventories.
- Understand the role of property custodians, accountable property officers, and the relationship between physical inventories and financial records.
- Study methods for reconciling property discrepancies and ensuring compliance with internal and external standards.

#### Module 3: Phase 3 – Disposal

- Understand when and why property should be disposed of, including situations of under-utilization, damage, or the end of a contract.
- Learn about the various disposal options, including sale, donation, abandonment, and reutilization through GSA.
- Understand the role of the property manager in ensuring proper disposal of property in compliance with government regulations.

#### Module 4: Team Leadership and Property Management

- Explore the importance of leadership in property management, including identifying leadership styles and addressing team behaviors.
- Understand how team leadership impacts the effectiveness of property management processes, including property acquisition, accountability, and disposal.
- Learn how to manage teams to improve performance and foster collaboration in property management operations.

## Instructors

### Frank Borrelli — Instructor

Frank recently retired as Emeritus Administrator from California State University Stanislaus where he was employed for over 36 years. After various promotions through the years, he served as the Director of Support Services which encompasses Property Control, Shipping and Receiving, Surplus Property and Sales, Records Management, Mail Services and the Print Shop. He has over 40 years’ experience in logistics, material handling and asset management. During his career, he worked for E&J Gallo Winery and attended Modesto Jr. College and CSU Stanislaus studying Business Production and Operations Management.

Frank has been a member of NPMA since 1993 and received his CPPM Certification with the National Property Management Association in 2007. In 2016, Frank received the “Andrew C. Anderson Lifetime Achievement Award” for recognition of Lifelong Commitment, Dedication and Contributions to NPMA He is currently serving as the Treasurer and Director of Chapter Support and Professional Development for the Western Region of NPMA and the Higher Education and Research Chapter Secretary. He has also served as a proctor and has held various positions at the Chapter Level. He currently is a Certification Instructor for NPMA and is working on developing additional courses of study, specific to Asset Management and Logistics. He recently received another opportunity in the teaching field, working for The Graduate School USA as a Faculty member, teaching and developing new Supply Management Courses for the School of Business Management specific to Federal Government employees and contractors.

He received the University “Lifetime Achievement Award” in 2009 and the “Presidents Commendation Metal” in 2012 for excellence in the workplace. He also served as volunteer CSUEU Union President at the University for 17 years focused on solving workplace problems.

In his spare time, Frank enjoys spending time with his wife Rosemary of 40 years and his son Dominic, and daughter-in-law Addie, both graduates from CSU Stanislaus in 2017, each becoming High School Teachers in the local community.

An avid “Oakland” Athletics and Dallas Cowboys fan, Frank is very active in the local community, where he leads the Knights of Columbus Council focused on helping people in his church community. He recently served as President of the School Board at Central Catholic High School where he attended many, many moons ago.
