## Overview

This is a two-day, introductory course focused on the fundamental principles of supply chain management in federal agencies. Designed to address supply chain challenges unique to the public sector, the course introduces students to key supply chain management concepts, including procurement, inventory levels, logistics management, and compliance with federal regulations. Participants will explore real-world applications of supply chain operations through lectures, interactive discussions, and a practical case study. Emphasis is placed on improving resource allocation, reducing costs, and aligning with service requirements to support mission success. This course is ideal for supply chain professionals, supply chain managers, property custodians, and federal managers looking to enhance supply chain performance and operational accountability. The course equips participants to drive efficiency and accountability in government operations.

## Curriculum

#### Module 1: Introduction to Supply Chain Management

- Define Supply Chain Management (SCM) and identify key components such as procurement, logistics, and inventory management.
- Explain the benefits of effective SCM for federal operations and how it contributes to improved efficiency and cost savings.
- Explore real-world examples of SCM in federal agencies and how these practices support mission objectives.

#### Module 2: Federal Supply Chain Management Framework

- Define key components of federal supply chain management and explain the benefits of effective management within federal agencies.
- Identify compliance requirements such as FAR, DFARS, and discuss the challenges specific to federal SCM.
- Discuss how these frameworks ensure proper procurement, compliance, and logistics support for federal operations.

#### Module 3: Government Property FAR 52.245-1

- Learn about the purpose and scope of FAR 52.245-1 in managing government property.
- Explain government responsibilities under FAR 52.245-1 and a contractor’s obligations regarding property management.
- Identify types of government property, the consequences of noncompliance, and procedures for loss, damage, and disposal of government property.

#### Module 4: Inventory Management

- Define types of inventories and describe common inventory management challenges within federal agencies.
- Understand inventory management techniques such as Just-In-Time (JIT) and Economic Order Quantity (EOQ) methods.
- Explore best practices in federal inventory management to optimize resources, reduce waste, and improve operational efficiency.

#### Module 5: Logistics and Transportation

- Explain the role of logistics and transportation in SCM and how they contribute to efficient supply chain operations.
- Identify key challenges in federal logistics and transportation, including regulations and coordination with vendors and contractors.
- Discuss strategies for optimizing logistics and transportation to enhance operational effectiveness.

#### Module 6: Case Study

- Apply logistics concepts to a real-world emergency response case study involving FEMA’s logistics response to a natural disaster.
- Identify bottlenecks and propose realistic logistics solutions in the face of challenging infrastructure and supply chain constraints.
- Analyze the case study to prioritize logistics tasks and adjust plans in response to external challenges, such as a second disaster hitting within 96 hours.

#### Module 7: Technology in Supply Chain Management

- Learn about the technologies used in federal SCM, such as RFID, ERP, Blockchain, and AI.
- Understand the challenges of implementing SCM technologies in federal agencies and discuss their potential benefits for improving supply chain efficiency.
- Review case studies of federal use cases for these technologies and how they support operational goals and decision-making.

## Instructors

### Frank Borrelli — Instructor

Frank recently retired as Emeritus Administrator from California State University Stanislaus where he was employed for over 36 years. After various promotions through the years, he served as the Director of Support Services which encompasses Property Control, Shipping and Receiving, Surplus Property and Sales, Records Management, Mail Services and the Print Shop. He has over 40 years’ experience in logistics, material handling and asset management. During his career, he worked for E&J Gallo Winery and attended Modesto Jr. College and CSU Stanislaus studying Business Production and Operations Management.

Frank has been a member of NPMA since 1993 and received his CPPM Certification with the National Property Management Association in 2007. In 2016, Frank received the “Andrew C. Anderson Lifetime Achievement Award” for recognition of Lifelong Commitment, Dedication and Contributions to NPMA He is currently serving as the Treasurer and Director of Chapter Support and Professional Development for the Western Region of NPMA and the Higher Education and Research Chapter Secretary. He has also served as a proctor and has held various positions at the Chapter Level. He currently is a Certification Instructor for NPMA and is working on developing additional courses of study, specific to Asset Management and Logistics. He recently received another opportunity in the teaching field, working for The Graduate School USA as a Faculty member, teaching and developing new Supply Management Courses for the School of Business Management specific to Federal Government employees and contractors.

He received the University “Lifetime Achievement Award” in 2009 and the “Presidents Commendation Metal” in 2012 for excellence in the workplace. He also served as volunteer CSUEU Union President at the University for 17 years focused on solving workplace problems.

In his spare time, Frank enjoys spending time with his wife Rosemary of 40 years and his son Dominic, and daughter-in-law Addie, both graduates from CSU Stanislaus in 2017, each becoming High School Teachers in the local community.

An avid “Oakland” Athletics and Dallas Cowboys fan, Frank is very active in the local community, where he leads the Knights of Columbus Council focused on helping people in his church community. He recently served as President of the School Board at Central Catholic High School where he attended many, many moons ago.
